The Party of the Canadian Constitutionalists — For Canada The 51st State ("PCC", "the Party", "we", "us" or "our") is committed to protecting the personal information entrusted to it by members, supporters, volunteers, donors, candidates, electors and visitors to Trumps51.com.
This Privacy Policy establishes PCC's rules concerning the collection, use, protection, retention and disclosure of personal information.
The Policy applies to personal information collected by PCC through:
- Trumps51.com;
- PCC membership applications;
- supporter registrations;
- volunteer activities;
- political campaigns;
- candidate and electoral activities;
- events;
- petitions and surveys;
- political contributions;
- communications with PCC;
- information received from Elections Canada; and
- other authorized Party activities.
This Policy is intended to satisfy PCC's obligations concerning a political-party privacy policy under the Canada Elections Act, while also establishing responsible privacy practices based on recognized Canadian privacy and fair-information principles.
Where another federal, provincial or territorial law imposes an applicable privacy or electoral requirement on a particular PCC activity, PCC will comply with that requirement to the extent applicable.

3. What Is Personal Information?
For purposes of this Policy, personal information generally means information about an identifiable individual.
Depending on the circumstances, this may include:
- name;
- address;
- email address;
- telephone number;
- date of birth;
- electoral district;
- membership status;
- volunteer information;
- contribution information;
- event participation;
- communications with PCC;
- information voluntarily provided in surveys or petitions;
- information concerning political participation;
- online identifiers and technical information; and
- other information that can reasonably be associated with an identifiable individual.
PCC will seek to collect information that is reasonably necessary for legitimate Party, electoral, administrative, financial, security or legal purposes.
4. Information PCC Collects
Depending upon how an individual interacts with PCC, we may collect:
Membership and Supporter Information
- name;
- contact information;
- membership information;
- electoral district;
- membership status;
- volunteer interests;
- event participation; and
- information voluntarily provided to PCC.
Volunteer and Campaign Information
PCC may collect information necessary to coordinate volunteers, campaign activities, events and other legitimate Party functions.
Political Contribution Information
Where an individual makes a political contribution, PCC may collect information required to establish the identity and eligibility of the contributor and to comply with political financing requirements.
Communications
PCC may retain communications sent to us through email, forms, correspondence, social media or other communication channels where reasonably necessary for Party administration, responding to inquiries, legal compliance or maintaining appropriate records.
Website Information
Trumps51.com may collect technical information such as:
- IP address;
- browser type;
- operating system;
- device type;
- pages visited;
- date and time of visits;
- referring website;
- security information; and
- information concerning website performance and usage.
5. Why PCC Collects Personal Information
PCC may collect and use personal information for legitimate Party purposes, including:
- administering Party membership;
- communicating with members and supporters;
- organizing volunteers;
- conducting lawful political activities;
- communicating political information;
- organizing events;
- conducting petitions and surveys;
- soliciting political contributions;
- processing contributions;
- administering campaigns;
- supporting PCC candidates;
- complying with the Canada Elections Act;
- complying with applicable financial and accounting requirements;
- protecting Party systems;
- preventing fraud or unauthorized activity;
- maintaining appropriate Party records;
- responding to inquiries; and
- fulfilling legal obligations.
PCC will not knowingly collect personal information for purposes unrelated to legitimate Party activities unless the individual has been informed of the purpose and the collection is otherwise lawful.
6. Membership Information
When an individual applies to become a PCC member, PCC may collect information necessary to establish and administer the membership.
Membership information may be used to:
- establish membership;
- maintain membership records;
- communicate with members;
- administer Party activities;
- organize meetings and events;
- conduct authorized Party votes;
- administer volunteer activities;
- communicate political information;
- comply with electoral requirements; and
- maintain appropriate organizational records.
Membership information will not be sold or rented to commercial marketers.
7. Political Communications
Individuals who provide contact information to PCC may receive communications concerning:
- PCC policies;
- constitutional matters;
- elections;
- candidates;
- campaigns;
- Party activities;
- membership;
- volunteering;
- events;
- petitions;
- surveys;
- fundraising; and
- other lawful political activities.
Where appropriate, PCC will provide a means of withdrawing from non-essential communications.
Withdrawal from communications does not necessarily terminate membership or require PCC to erase information that PCC is legally required to retain.
8. Political Opinions and Voluntarily Provided Information
Individuals may voluntarily provide PCC with information concerning political issues, constitutional questions, public policy, elections or other matters.
PCC does not require visitors simply accessing publicly available content on Trumps51.com to identify themselves or disclose their political views.
Where PCC conducts surveys, petitions or questionnaires requesting political information, PCC will identify the purpose of the collection as clearly as reasonably practicable.
PCC will seek to limit the collection of sensitive information to legitimate and authorized Party purposes.
9. Political Contributions
Political contributions received by PCC are subject to the Canada Elections Actand applicable Elections Canada requirements.
PCC may collect information necessary to:
- identify the contributor;
- establish eligibility;
- process the contribution;
- maintain financial records;
- issue required documentation;
- comply with contribution limits and other legal requirements;
- report information to Elections Canada; and
- prevent or investigate potentially unlawful contributions.
Some contribution information is required by law to be reported to Elections Canada.
Where the law requires information to be reported or published, PCC cannot guarantee that such information will remain confidential after it has been provided to Elections Canada.
10. Elections Canada Information
PCC may receive personal information from Elections Canada pursuant to the Canada Elections Act.
This may include information contained in lists of electors and other electoral information made available to eligible political parties.
Where PCC receives such information, PCC will use it only for purposes authorized by applicable electoral law.
PCC recognizes that information received from Elections Canada may be subject to specific statutory restrictions that are different from the rules governing information voluntarily supplied directly to PCC.
11. Lists of Electors
Where PCC receives lists of electors from Elections Canada, PCC will implement procedures designed to ensure that the information is:
- accessed only by authorized individuals;
- used only for authorized electoral purposes;
- protected against unauthorized access;
- protected against unauthorized disclosure;
- protected against loss or misuse; and
- securely disposed of or otherwise handled when no longer required, subject to applicable legal requirements.
PCC will not knowingly use personal information obtained from a list of electors for an unauthorized purpose.
PCC recognizes that the Canada Elections Act places specific restrictions on the use of information contained in lists of electors.
12. Statements of Electors Who Voted
Where PCC receives Statements of Electors Who Voted, sometimes referred to as voting statements or "bingo sheets," PCC will handle that information in accordance with applicable law.
Because such information may become particularly sensitive when combined with other electoral information, PCC will restrict access to authorized Party personnel who have a legitimate Party or electoral purpose for accessing it.
PCC will implement reasonable administrative, technical and physical safeguards against unauthorized access, disclosure, loss or misuse.
PCC will not use such information for commercial marketing.
13. Protection of Personal Information
PCC will take reasonable administrative, technical and physical measures appropriate to the sensitivity of the information it holds.
These measures may include:
- restricted access;
- passwords and authentication;
- secure systems;
- encryption where appropriate;
- access controls;
- secure transmission;
- cybersecurity measures;
- confidentiality obligations;
- secure storage;
- backups;
- monitoring;
- incident-response procedures; and
- secure destruction or disposal.
Access to personal information will be limited to individuals who require access for an authorized PCC purpose.
14. Privacy Training
PCC recognizes that people handling personal information must understand their responsibilities.
PCC will provide appropriate privacy and information-security instruction to employees, officers, contractors, campaign personnel and volunteers who are authorized to handle personal information, according to their role and level of access.
Training may address:
- collection of personal information;
- appropriate use;
- confidentiality;
- protection and security;
- handling of membership information;
- handling of donor information;
- handling of electoral information;
- restrictions on lists of electors;
- password and account security;
- recognizing privacy and security incidents;
- reporting suspected loss or unauthorized access;
- secure disposal; and
- applicable requirements under the Canada Elections Act.
PCC may restrict access to personal information where an individual has not completed required training or does not otherwise demonstrate an appropriate need for access.
15. Online Activity and Cookies
Trumps51.com may use cookies and similar technologies.
Cookies may be used for:
- website functionality;
- security;
- session management;
- analytics;
- performance;
- remembering user preferences; and
- understanding general website usage.
PCC will seek to avoid collecting unnecessary personal information through cookies or analytics.
Visitors may be able to control cookies through their browser or device settings. Disabling certain cookies may affect website functionality.
16. Online Forms and Electronic Communications
Information submitted through Trumps51.com forms may be transmitted electronically to PCC or to an authorized service provider.
PCC will seek to use appropriate safeguards for information transmitted through online forms.
Individuals should not submit unnecessary sensitive personal information through ordinary website forms or email.
17. Third-Party Service Providers
PCC may use third-party service providers to perform services necessary for Party operations, including:
- website hosting;
- email;
- communications;
- payment processing;
- event registration;
- cloud storage;
- database management;
- cybersecurity;
- accounting;
- technical support; and
- other administrative services.
PCC will seek to provide service providers only with information reasonably necessary for the service they provide.
PCC will not authorize service providers to sell PCC's membership, supporter, donor or volunteer information for their own commercial marketing.
18. Payment Information
Where PCC uses a third-party payment processor, payment-card information may be transmitted directly to the payment processor.
PCC does not intend to retain complete payment-card numbers or security codes unless necessary and appropriately protected.
Payment processors may have their own privacy policies governing their handling of payment information.
19. Information Stored or Processed Outside Canada
Some technology or service providers used by PCC may store or process information outside Canada.
Where this occurs, information may be subject to the laws of the jurisdiction in which the provider or its infrastructure operates.
PCC will seek to select service providers that provide appropriate contractual, technical and organizational safeguards.
20. Sale of Personal Information
PCC does not sell personal information.
PCC does not sell, rent, lease or trade:
- membership lists;
- supporter lists;
- volunteer lists;
- donor lists; or
- other personal information
to commercial marketers.
PCC does not currently contemplate selling personal information.
If PCC's practices concerning the sale of personal information were ever to change, PCC would first assess all applicable legal requirements and amend and publish this Privacy Policy as appropriate.
21. Disclosure to Other Political Organizations
PCC will not knowingly provide its membership, donor, volunteer or supporter database to another political organization for that organization's independent political activities without an appropriate lawful basis.
This does not prevent lawful communications or cooperative activities undertaken by PCC where the applicable legal requirements are satisfied.
22. Foreign Governments and Foreign Political Organizations
PCC will not knowingly provide its membership, donor, volunteer or supporter database to a foreign government or foreign political organization for that organization's independent political activities.
This does not prohibit PCC from using ordinary commercial technology or service providers that operate outside Canada where they are acting as service providers for PCC rather than as political recipients of PCC information.
23. Legal Disclosure
Nothing in this Privacy Policy prevents PCC from collecting, retaining, using or disclosing personal information where required or authorized by law.
This may include disclosure to:
- Elections Canada;
- the Commissioner of Canada Elections;
- courts;
- tribunals;
- law-enforcement authorities;
- auditors;
- regulatory authorities; or
- other persons or organizations where disclosure is legally required or authorized.
Where information is required by law to be disclosed, PCC cannot guarantee that the information will remain confidential.
24. Security Incidents and Breaches
If PCC becomes aware of a suspected or confirmed security incident involving personal information, PCC will take reasonable steps to:
- contain the incident;
- investigate what occurred;
- determine what information may have been affected;
- mitigate potential harm;
- improve security where necessary; and
- notify affected individuals or authorities where required or reasonably appropriate.

25. Retention of Personal Information
PCC will retain personal information only for as long as reasonably necessary for the purpose for which it was collected, subject to legal, electoral, financial, accounting, audit and historical-record requirements.
Certain records may have to be retained for periods required by the Canada Elections Act or other applicable law.
Accordingly, an individual cannot necessarily require PCC to delete information that PCC is legally required to retain.
26. Secure Disposal
When personal information is no longer required and there is no legal or legitimate requirement to retain it, PCC will seek to securely dispose of or anonymize the information.
Secure disposal may include:
- deletion from electronic systems;
- secure destruction of paper records;
- destruction of storage media; or
- other appropriate methods.
Electoral information received from Elections Canada will be handled and disposed of in accordance with applicable legal requirements and Elections Canada instructions.
27. Access to Personal Information
Subject to applicable legal restrictions, an individual may request access to personal information concerning themselves that PCC holds.
Requests should be directed to:

PCC may require sufficient information to verify the identity of the person making the request.
Certain information may be exempt from access or may be subject to legal restrictions.
28. Correction of Personal Information
An individual may request that PCC correct personal information that the individual believes is inaccurate or incomplete.
PCC will make reasonable efforts to investigate and correct information where appropriate.
Where information must be maintained in a particular form for electoral, financial or legal purposes, applicable legal requirements will govern.
29. Withdrawal of Consent
Where PCC relies upon consent for a particular activity, an individual may withdraw that consent, subject to applicable legal or contractual restrictions.
Withdrawal of consent does not:
- invalidate a lawful collection that already occurred;
- require PCC to erase information that it is legally required to retain;
- prevent PCC from making legally required disclosures; or
- prevent PCC from continuing to use information where another lawful authority permits the use.
30. Children's Privacy
Trumps51.com is primarily intended for adults and eligible electors.
PCC will not knowingly seek unnecessary personal information from children.
Where information concerning a minor is voluntarily provided, PCC will seek to limit its collection, use and retention to the purpose for which it was provided and to applicable legal requirements.
31. Third-Party Websites
Trumps51.com may contain links to websites operated by third parties.
PCC does not control the privacy practices, security or content of third-party websites.
Visitors should review the privacy policies of third-party websites before providing personal information.
32. Political Freedom and Privacy
PCC recognizes that political participation and political expression are important aspects of democratic life.
PCC therefore seeks to protect the privacy of individuals who:
- support PCC;
- oppose PCC;
- communicate with PCC;
- ask questions;
- participate in political discussion;
- volunteer;
- attend events;
- sign petitions;
- participate in surveys; or
- simply visit Trumps51.com.
Individuals are not required to identify themselves merely to access publicly available information on Trumps51.com.
33. No Guarantee of Absolute Security
PCC takes reasonable measures to protect personal information.
However, no Internet transmission, electronic database, website or storage system can be guaranteed to be completely secure.
PCC therefore cannot guarantee absolute security against every possible unauthorized access, loss, alteration or disclosure.
34. Changes to This Privacy Policy
PCC may update this Privacy Policy when necessary to reflect:
- changes to the Canada Elections Act;
- Elections Canada requirements;
- changes in applicable law;
- changes to PCC operations;
- changes to technology;
- changes to service providers; or
- improvements to PCC's privacy and security practices.
The current version will be published on Trumps51.com and will identify its effective date.

36. Governing Framework
This Policy is established for PCC as a federal political party and is intended to comply with the privacy-policy requirements applicable to political parties under the Canada Elections Act.
It is also intended to establish responsible practices concerning the collection, use, protection, retention and disclosure of personal information.
Where a mandatory provision of federal, provincial or territorial law applies to a particular PCC activity and conflicts with this Policy, the applicable law will prevail.
